By-Laws for the Materials Engineering Society :

Passed May 8, 2002

Section 1: Name

Article 1. This chapter shall be known as the Materials Engineering Society, and herein after called the “Society”.

Section 2: Objective

Article 1. The Society shall serve as the student chapter for the following affiliated professional chapters: ASM International, The Minerals, Metals and Materials Society, and the American Ceramic Society.

Article 2. The purpose of the Society shall be to promote among its members a knowledge of materials science and engineering in all its branches and to instill a professional pride in their chosen life work. The society shall as serve as a resource for all University of Maryland engineering students.

Section 3: Membership

Article 1. Any undergraduate or graduate student in good academic standing shall be eligible for membership.

Article 2. All voting members must be undergraduates.

Article 3. Dues are not required for voting and active membership.

Article 4. To be fully recognized by the affiliated professional societies, members can independently apply for membership with the professional societies and pay dues any respective dues. This is highly recommended but not mandatory for members.

Article 5. We do not discriminate on the basis of race, color, creed, sex, sexual orientation, marital status, personal appearance, age, national origin, political affiliation, physical or mental disability, or on the basis of the exercise of rights secured by the First Amendment of the United States Constitution.

Section 4: Officers & Representatives

Article 1. The executive officers shall consist of a President/Chairperson, Vice President/Vice Chairperson, Treasurer, and Secretary.

Article 2. All executive officers must be undergraduates.

Article 3. One officer or undergraduate member will be appointed or elected the duty of SGA Liaison. It is highly recommended that the liaison be the President, Treasurer, or a responsible member.

Article 4. One officer or member will be appointed or elected the duty of Engineering Student Council (ESC) Representative. An official ESC representative shall not be appointed until the ESC meeting times for the semester have been announced and the representatives in consideration confirm that they are available for the meeting times designated by ESC. A new ESC representative shall be appointed or elected each semester if necessary.

Article 5. One officer or member shall be appointed or elected the duty of Student Chapter Representative for the ASM-DC Local Professional Chapter.

Article 6. One officer or member shall be appointed or elected the duty of Student Representative to the American Ceramic Society.

Article 7. Additional representatives can be assigned or elected to positions throughout the year as deemed necessary and upon approval of the majority of the executive officers.

Section 6: Elections and Appointments

Article 1. Officers shall be elected at a general body meeting during the month of May and will serve for one academic year beginning June 1st.

Article 2. Election shall be by a majority of the members voting.

Article 3. Members are eligible to vote if they are an undergraduate, have filled out a membership form, and have attended one society event prior to the election.

Article 4. Elections shall be conducted by secret ballot with the outgoing President overseeing the ballots. If the President is running for re-election another officer will oversee the ballots for president.

Article 5. Elections shall start with the President being elected first. The election of officers will continue one at a time going from highest rank to lowest rank. This will allow those who do not win their desired position to run for another position.

Article 6. Elections for representative can occur at any meeting throughout the year with as many representatives elected along with the officers as possible.

Article 7. All appointed representatives must be approved by the majority of the executive officers.

Section 7: Duties of the Officers

Article 1. The duties of the Chairperson shall be to preside at all executive and general body meetings, to submit annual reports to the affiliated professional societies, and to assume all executive duties not otherwise delegated to others by these bylaws.

Article 2. The Vice Chairperson shall preside during the absence or request of the Chairperson and shall automatically succeed to the Chairperson in case of vacancy. The Vice Chairperson shall maintain a directory of all members and oversee at least one major program during the year.

Article 3. The Treasurer shall handle and account for all funds, paying out funds only upon approval of the Chairperson.

Article 4. The Secretary shall keep a record of all meetings of the executive and general body meetings.

Section 8: Meetings

Article 1. Officer meetings shall occur no less than once a month at a convenient time for all officers.

Article 2. General body meetings shall occur no less than once a month.

Article 3. At the beginning of each semester, a day and specific time each month shall be designated for general body meetings.

Article 4. The chapter shall make efforts that adequate student representation is present at the ASM-DC Chapter meetings.

Article 5. The chapter shall make efforts to attend at least one conference of at least one affiliated professional society.

Section 9: Professional Chapter Affiliation

Article 1. The Society will be affiliated with the national and local professional chapters of ASM International, The Minerals, Metals, and Materials Society (TMS), and the American Ceramic Society (ACers).

Article 2. Additional chapter affiliations can be added only after approval by the Chair of the Department of Materials Engineering and the majority of the officers.

Section 10: Amendments

Article 1. This constitution may be amended by a two-thirds vote of the members present at any general body meeting.
